2014 DAVIS-STIRLING ACT REWRITE

The Davis-Stirling Act (DSA) rewrite became effective in California as of January 1, 2014. The rewritten act has minimal impact with respect to HOA Reserve Study requirements and is primarily just a re-indexing of those sections, so so long 1365 and hello 5500. All BRG studies comply with the newly rewritten DSA.
